Overview
NSF's July 2026 Dear Colleague Letter identifies the following U.S. government lists as U.S. Proscribed Party Lists.
As an important note, these lists were established under different laws and for different purposes. The underlying legal restrictions are not the same for every list. However, federal research sponsors may use one or more of these lists to establish additional restrictions applicable to federally funded research.
