Research Security Training Requirement

Applicable only for R&D Applications/Projects.

Per Financial Assistance Letter - FAL 2025-02, covered Individuals must certify (via Current and Pending Support disclosure certification) that they have completed Research Security training within 12 months from the time an application for DOE funding is submitted. 

Prime Applicants must certify that all individuals who are listed on the application have completed Research Security training.

To complete this training requirement, log in to LMS and take the Research Security at the University of California training. 

Malign Foreign Talent Program Prohibition

Per Order DOE 486.1A, anyone employed on a DOE research award are prohibited from participating in a Foreign Talent Recruitment Program (FTRP) sponsored by the following countries of risk: Iran, North Korea, Russia, and China. 

Additionally, all foreign government-sponsored talent recruitment programs (even if not sponsored by the above risk countries) must be identified in current and pending support.

UCSF Policy

Reminder: MFTRPs often create unmanageable conflicts of commitment. Applying to or participating in a Foreign Talent Recruitment Program (FTRP) or a MFTRP is classified as a Category I Outside Activity and requires prior institutional review and approval. All UCSF researchers must disclose any involvement in a FTRP or MFTRP as part of their annual Conflict of Interest Disclosure in Research Gateway.
