Performing Restricted Party Screenings

Overview

Prior to engaging in any international collaboration, Restricted Party Screenings should be performed. The Export Control Officer must be contacted prior to any international collaboration that involves any country listed below, as additional screenings may be required in such instances.

What are Restricted Parties?

Federal and state agencies maintain lists of “Restricted Parties.” Collaborating with or providing materials, services, and financial support to these restricted parties is prohibited unless prior government authorization is obtained

Additionally, the Office of Foreign Assets Control (OFAC) administers several different sanctions programs related to “high‐risk” countries. Engagement with embargoed or sanctioned countries may require a license. 

Why and how do we perform Restricted Party Screenings?

As engaging in any activity with a restricted party or high‐risk country can result in severe consequences, UCSF and it's community must ensure collaborations that could violate export laws or sanctions regulations are avoided. 

Restricted Party Screenings should therefore be performed prior to any foreign engagement taking place (including conference presentations, international visits, and research collaborations). Any foreign engagement means just that: any non‐U.S. engagement (even Canada!).

When should Export Control be contacted?

Contact ExportControl@ucsf.edu external site (opens in a new window) if:

  • Your collaboration includes one of the following countries which pose elevated risks for research: 
    • Belarus
    • Cuba
    • Democratic People's Republic of Korea (North Korea)
    • Islamic Republic of Iran
    • People's Republic of China (including Hong Kong and Macau)
    • Qatar
    • Russian Federation
    • The Crimea, Donetsk People's Republic and Luhansk People's Republic regions of Ukraine.
    • Saudi Arabia
    • Syria
    • United Arab Emirates
    • Venezuela
  • There are any “matches” or “flags” returned as a result of running RPS.
